The concept of capacity building was first proposed by the United Nations Development Program (UNDP) in 1992, with the primary goal of correcting flawed community development practices.
During the promotion of the "New Deal for Communities" in socially excluded areas, the United Kingdom discovered that community organizations lacked the capacity to deliver public services, leading to issues such as community overload and deficit. The UK proposed a new approach to community empowerment or capacity building as a response (Craig, 2007). This provides theoretical support for community capacity building.
