Just as community empowerment encompasses diverse combinations of empowered individuals and capabilities, this may increase the complexity of empowerment work. To address this potential complexity in empowerment practice, empowerment organizations and practitioners adopt a modular design approach, pre-assessing frequently required professional services in a modularized format. Scholars (Lee, 2024) have further developed various modules, calling them "empowerment pills," "empowerment solutions," "empowerment formulas," and "empowerment dynamics." These empowerment modules, based on change theory or case studies and tailored to the characteristics and levels of empowered individuals and the specific themes of empowerment, provide empowerment practitioners with specific professional services and promote the professionalization of empowerment activities.
