Because empowerment exists at multiple levels, encompassing individuals, groups, and communities, and because capacity building encompasses multiple dimensions and dimensions, there are multiple empowerment modules tailored to each situation. Consequently, the empowerment methods required by the communities being empowered vary, requiring assessment to further develop appropriate empowerment programs. This, in turn, necessitates the use of case management. In fact, community empowerment centers in Taiwan already utilize case management methods for service management and deployment. Through case management, they clarify the empowerment programs needed by community organizations, helping communities participate in appropriate empowerment services and gradually build capacity.
