Community development practices have always focused on investing community residents and resources in public affairs, including infrastructure and community and social services.
Of course, with the modernization of national administration and the specialization of various public and social services, community residents' involvement in public services and development has gradually been replaced by government functions. However, with the UK New Labour Party's Big Society strategy refocusing attention on social organizations, it once again hopes that community organizations can play a role as service providers in public services.
The UK's Big Society policy is driven by the understanding that communities lack sufficient capacity. This means recognizing that community action teams are a key aspect of community capacity or a form of capacity.
While scholars have differing views on team building, team learning or the formation of task groups or even teams within feasible work tasks are concrete and feasible. Forming learning groups or task groups is a common and feasible method for building teams.
