When the focus is on program implementation, especially the convenience and quality of public services provided by specialists or professionals, this can lead to external professionals replacing community residents.
Community officials and residents become, at best, service users. In other words, even if the word "community" is omitted from the overall program or service, it has no impact. The community (whether residents, officials, or organizations) has completely lost its role and is absent. It has become merely an excuse or rhetoric.
We continue to advocate and remind that community is the core of community development.
