The Empowerment Growth Ladder, designed as a medium for action and growth between the Empowerment Center and community organizations, helps community organizations understand the capacity-building solutions offered by the Empowerment Center and helps community leaders understand the levels of community capacity and their own position within it.
The Tainan City Community Empowerment Center has developed seven community capacity-building service programs. For ease of explanation, each service module is represented by a combination of the first letters of its core concept, forming a single word related to empowerment. This helps community teams identify appropriate services and develop progressive development goals. Tainan City's seven service programs have evolved from an initial initiative to: Prepare, Understand, Run, Practice, Offer, Share, Enhance and Sustain, written as "PURPOSE," emphasizing the nonprofit nature of community organizations and their mission.
The Changhua County Community Empowerment Center has developed eight service programs. For clarity, each service module is represented by a combination of the first letters of its core concept, forming a single word related to empowerment and development. This helps community teams identify appropriate services and develop progressive development goals. Changhua County's eight service initiatives, from inception to growth, are:

S – Sustain growth
